If it were a private property owner, the MTA would be punished with fines for its dirty, poorly maintained properties that attract illegal dumping, graffiti and littering. Most of the properties surveyed adjacent to or underneath aboveground subway, Metro-North, or Long Island Rail Road tracks and stations were found to be poorly maintained and unclean.
