Gentlemen: In pursuance of our several special efforts for the public welfare we are convinced of a marked inadequacy of common school accommodations in this city ... We therefore ask your further action in obtaining by state legislation a mandatory law which shall provide for a biennial school census, to be taken in every town and city in the state of New-York of 10,000 inhabitants or over ..."
